Stakeholders in Action
The Water Dialogues-South Africa was led by a Working Group comprising members from organisations representative of the South African water sector. These included national and local government, the private sector, civil society, trade unions, water boards, and academic/ research organisations.
Recognising the potential for conflict amongst stakeholders, all members of the WD-SA Working Group worked together to formulate a Code of Conduct, which all members signed.

The Water Dialogues-South Africa was generously funded by Irish Aid, and Masibambane’s Civil Society Organisation Programme (under the Department of Water Affairs and Forestry) provided additional financial assistance. The Heinrich Böll Foundation provided crucial seed funding for the project. Members of the Working Group contributed their time, as well as costs related to their participation. The Environmental Monitoring Group and Umphilo waManzi served as accounting agents.
Working Group Minutes
1. Deciding how to work together and what to examine
During this period, the Working Group drafted reframing questions, agreed on a problem statement, and formulated a Code of Conduct to which members subscribed.
2. Obtaining project funding and hiring a Coordinator
During this period, the Working Group specified its objectives, planned its activities, and prepared a funding proposal. Once it obtained funding from IrishAid, it worked together to identify and hire a Coordinator accepted by all members.
3. Formulating a research design and consulting with the wider Forum
During this period, the new Coordinator worked with the Working Group on a design for WD-SA research. The Working Group then consulted on the proposed research design with a wider group of stakeholders through the first WD-SA Forum.
4. Engaging in dialogue on pilot case studies and on the overall context of water and sanitation
During this period, the WG held its first dialogue on preliminary research findings from pilot case studies.
5. Engaging in dialogue on phase two cases and cross-cutting issues
During this period, the WG held dialogues on phase two case studies, identified cross cutting issues from all cases, and debated overall project findings. Overall findings appear in the WD-SA synthesis report.
