Author biography
Hilary Coulby is an independent consultant with more than twenty years experience of developing and managing international development programmes in the UK and Asia as well as working with civil groups in Africa. She has a particular interest in rural livelihoods and small farmers, gender issues, water and sanitation and HIV&AIDS. Her focus in the last decade has been on the use of policy, advocacy, campaigning and multistakeholder techniques in achieving development objectives. In addition to policy work on international trade, investment and transnational corporations, she has provided support to the development and implementation of advocacy strategies, built and coordinated international advocacy teams, written and edited policy papers, mentored practitioners, carried out evaluations and facilitated numerous trainings for a broad range of NGOs in the South and North as well as the UK Government. Hilary was the International Coordinator of The Water Dialogues from November 2005 – June 2008.
