The Water Dialogues: An International Summary Report

The International Summary Report was written with the intention of “wrapping up” The Water Dialogues process. It asked “what common themes and lessons can be drawn from across the spectrum of all five national processes?” The report drew upon the broad swathe of both national and international materials to make conclusions on the overarching achievements of The Water Dialogues as well as to reflect on the core thematic issues that drove the project, at the heart of which originally lay the “private sector participation debate”.

Thematic Papers

The four Thematic Papers focus on issues of financing, private sector participation (PSP) and regulation. These papers target some of the trends and issues in the water and sanitation sector through the lens of our own five Country Dialogues. A taster:
The debate over private sector participation (PSP) has undergone significant changes since the initiation of The Water Dialogues process in 2002. At that time, as described in the original Scoping Report, the international debate over PSP in water supply had become “polarized across the spectrum between those that pushed PSP as a panacea to the problems in the water sector and those that wanted to ban PSP from any role in water”…. Seven years later, the situation has changed significantly. General trends suggest that the role of the private sector in providing water supply services in developing countries has evolved significantly.

Multistakeholder Process
Authors: Hilary Coulby, and Jennifer Chapman & Antonella Mancini
The Guide to Multistakeholder Work has been produced to illustrate the operational lessons available from the experiences of The Water Dialogues. Readers will find advice on the many ways to build up multistakeholder work and overcome the strategic challenges that may arise.
The Story of The Water Dialogues illustrates what actually happened in The Water Dialogues. Readers will become familiar with the characters involved, their group dynamics, and their responses to the many challenges of keeping the process alive.

From The Guide: “We have done something really quite unusual and it’s very important to record where we got to and how we got there because other people may want to start stakeholder initiatives in the future and we have learnt some valuable lessons.” (The Water Dialogues IWG member)
From The Story: It is often said that The Water Dialogues started in 2003 with a chat over a drink in a Kyoto bar. On one level this is true, but it doesn’t tell the whole story. It doesn’t help us understand why, among millions of social conversations, this one is uniquely remembered…

Internal Meeting Reports and Updates
At regular intervals The Water Dialogues organises meetings of its members. In this section readers will find internally-produced reports and updates detailing decision-making and ongoing activities within the project.

Evaluation
Author: Warren Banks
The Evaluation report was commissioned by The Water Dialogues with the purpose of gaining more objective oversight on the project, both in terms of its achievements but also its challenges and failings. The overriding purpose for such reflection is partly to act as companion piece to the other international publications listed above and in addition to share lessons with audiences on the specific structure that was adopted by The Water Dialogues for any future multistakeholder initiatives.
