Following the Scoping Process a Stakeholder Workshop was held in Berlin in June 2004. This was attended by sixty participants representing a wide range of constituencies and viewpoints. The Workshop reviewed and debated the findings of the Scoping report and agreed that further action on PSP was needed that would promote the achievement of international goals for water supply and sanitation.

Faced with a range of options as to how to take the process further, the Workshop opted for a process of 'iterative dialogue' through which national multistakeholder reviews, operating to an agreed methodology, would feed into a global discussion and review.
