Berlin statement

Working collaboratively and by consensus, the International Working Group guided a Global Water Scoping Process. Six months of research involving 316 stakeholders demonstrated a strong demand for multistakeholder dialogues that would address the conflicts and controversies linked to PSP.

The issues raised by stakeholders during this preliminary process were grouped under five themes. The themes represented priority areas for exploration.

Theme 1: Financing water and sanitation services
Theme 2: Meeting the Millennium Development Goals
Theme 3: Achieving good governance and accountability
Theme 4: Managing efficiently and effectively
Theme 5: Safeguarding public interests

Based on those key themes, specific questions were formulated as a means to reframe the debate.

The Scoping report was launched and distributed at CSD 12 in April 2004, where the South African and German governments both expressed support for the multistakeholder dialogues.
