In response to this conflict over private sector participation (PSP), a group of representatives from organisations with widely differing perspectives and interests  came together to explore the possibility of employing  multistakeholder dialogues to generate ‘more light and less heat’ in future debates and decision-making regarding water supply and sanitation.

They formed a multistakeholder International Working Group and began to promote the case for a multistakeholder review. Its members represent a wide range of stakeholders and have substantial experience and expertise in the sector.

At the International Conference on Freshwater in Bonn, 2001, their efforts were endorsed by Germany’s Minister for Economic Cooperation and Development who stated: “I welcome the proposal to begin a stakeholder dialogue to review the issues linked with privatisation, because it could lead to a better understanding of successes and failures in this regard.”
